NRL Set to Crack Down on Phil Gould-Style Media Roles as Conflict of Interest Debate Intensifies

The NRL is preparing to take a closer look at one of the game’s most controversial issues—whether club officials should also be able to shape the public conversation through television and radio. With several of the sport’s biggest names wearing multiple hats, the debate over conflicts of interest has never been more relevant.

According to reports, the NRL is reviewing the role of club officials, player agents and administrators who also work as media commentators, with Canterbury Bulldogs football boss Phil Gould expected to be one of the highest-profile figures affected should new restrictions be introduced.

Gould has long been one of rugby league’s most influential voices.

Away from the television cameras, he is the Bulldogs’ General Manager of Football. On them, he remains one of Channel Nine’s lead commentators and analysts, regularly discussing player recruitment, club performances and issues affecting the game. It is that dual role that has increasingly divided opinion across the rugby league landscape.

The debate intensified following Canterbury’s pursuit of Lachlan Galvin

Throughout last season, Gould publicly praised the young playmaker on numerous occasions before Galvin eventually joined the Bulldogs, leading rival clubs to question whether influential media platforms could indirectly shape player movements. Gould has consistently maintained he acted within the rules, but the episode prompted the NRL to strengthen its anti-tampering regulations earlier this year.

Now the governing body appears ready to examine an even broader issue.

Rather than focusing solely on player recruitment, the latest review is expected to consider whether prominent media personalities who also hold official club positions create an actual or perceived conflict of interest. The concern isn’t necessarily that rules are being broken, but whether public confidence in the game’s integrity could be undermined when influential commentators are also decision-makers behind the scenes.

Importantly, the discussion extends well beyond Gould.

The modern NRL media landscape features several personalities with multiple roles across the game, including club officials, assistant coaches, player agents and even club owners who continue to work as commentators or analysts. As those responsibilities continue to overlap, the league is facing increasing pressure to determine where the line should be drawn.

Finding that balance won’t be easy.

One of rugby league’s greatest strengths is the insight former players and coaches bring to television coverage. Their experience gives fans a deeper understanding of the game that few others can provide.

At the same time, clubs invest millions of dollars in recruitment and list management. If influential decision-makers are also helping shape public narratives around players and rival clubs, it’s understandable why questions continue to be raised.

Whatever the NRL ultimately decides, the outcome could reshape the way rugby league is covered.

The days of influential club bosses doubling as lead commentators may not be over, but they are now firmly under the spotlight.
