The NRL’s record-breaking $5.3 billion broadcast deal has already transformed the game, but a previously undisclosed clause could come with a hefty financial sting if the competition fails to expand on schedule.

According to The Daily Telegraph, the landmark agreement includes a confidential provision that could see the NRL forfeit around $20 million if a 20th franchise is not admitted to the competition by 2029.

$20 Million Incentive Driving Expansion

The seven-year broadcast agreement with Nine, Foxtel and Sky New Zealand is the richest in Australian sporting history, but part of its value depends on the competition growing to 20 teams.

The Perth Bears will enter the NRL in 2027, followed by the PNG Chiefs in 2028. However, the league must have a 20th club on the field by 2029 or risk missing out on a significant payment built into the broadcast agreement.

The expansion clause has added further urgency to the Australian Rugby League Commission’s plans, with officials keen to avoid leaving millions of dollars on the table.

Christchurch Emerging as Frontrunner

The Daily Telegraph reports that Christchurch has emerged as the leading contender to secure the 20th licence.

Christchurch City Council is understood to be heavily involved in the bid, working alongside multiple investment groups and the South Island Kea consortium to strengthen the city’s proposal. NRL officials, including ARLC chairman Peter V’landys and former chief executive Andrew Abdo, recently inspected the city’s new stadium, which has already hosted successful rugby league fixtures.

Former NRL chief executive David Moffett also backed Christchurch as the ideal destination, pointing to the city’s modern infrastructure, strong rugby league community and attractive lifestyle as major advantages.

New Zealand’s Growing Importance

A second New Zealand team has long been viewed as one of the competition’s biggest expansion opportunities.

The Warriors have continued to demonstrate the strength of the New Zealand market, while broadcasters are also expected to benefit from increased television revenue across the country if a second franchise joins the competition. The NRL’s broadcast agreement specifically factors in future expansion, making another New Zealand club an increasingly attractive commercial proposition.

Licence Fee Expected to Match Perth

According to the report, the NRL is expected to seek a licence fee comparable to the one paid by the Perth Bears.

While no final decision has been made on the successful bid, the league is balancing commercial returns with the strategic importance of long-term expansion. Queensland-based proposals remain in contention, but Christchurch is understood to have gained significant momentum in recent months.

Biggest Broadcast Deal Comes With Bigger Expectations

The NRL celebrated its new broadcast agreement as a landmark moment for the sport, with the seven-year package worth $5.3 billion from 2028 to 2034.

However, the newly revealed expansion clause means the success of the deal is now tied not only to television audiences but also to the league’s ability to deliver a 20-team competition on time.

With millions of dollars potentially at stake, the race to secure the final expansion licence has become one of the most significant off-field battles in the NRL.
